Born in 1958. A graduate from the Faculty of Mathematics and Physics of the Pedagogical University of Szczecin, a graduate from the Faculty of Law and Administration of the Adam Mickiewicz University in Poznań and the Institute of Management and Administration in Warsaw. During his professional career he was - among other things - the Director of the Department of Industry of the Provincial Office, the Deputy Director of the Provincial Employment Office, the Director of the Independent Public Provincial Unit for Tuberculosis and Lung Diseases in Szczecin. From 1997 to 1998 he was the Deputy Managing Director for Organisation and Administration at Zakłady Chemiczne "POLICE" SA.
